02 scanner issue: 96 civic

I have a 96 civic hatchback and I'm using a obd2 scanner to pre-smog the car just to see if all my system are running good. It's telling me that the 02s isn't good but no check engine light is on for the sensors. Car is running . Is the o2 bad or not?

How is the scanner telling you the O2 sensor is bad? Post a pic of the screen.

I agree, your vehicle is looking for certain sensors to become ready. If you recently disconnected the battery or cleared the ECU with a scanner, you will need to perform a drive cycle and/or emission readiness monitor(s), before you can pass your smog test. Like boofoo suggested, simply drive the car more, like you normally would. It sometimes helps if you can take it on the highway or find an open road.
