sandbagging in golf is purposefully inflating your handicap while being able to play much better

i've seen 18 handcicappers shoot 2 over par for the course, you deduct the 18 and it gives them a score of -16 net which will pretty much garauntee you some prizes

but in this case it's just him holding back to inflate his time and piss off the officials
