Not unless you get headlights, grill, fenders, ect. 96-98 are the same, but are different than 99-00.

Rear Bumper: Yes.

'96-'00 Civic coupe and sedan rear bumpers are interchangeable. The '99-'00 ones had a slight "lip" that bubbles out along the back bottom edge. They are otherwise the same.

'96-'00 hatch rear bumpers are all the same.

Front bumper: Not without modification.

In order for a '99-'00 front bumper to fit on a '96-'98 Civic (or visa versa), you will need to:
- Replace front bumper
- Replace headlights
- Replace grille
- Replace hood
- Replace fenders
- Either replace core support / modify current core support / modify new bumper

I have heard suggestions of replace two small brackets that fit behind the headlights and under the front of the fenders. I read that this will help with bumper fitment.
