1996 honda civci ex question....

OK my friend has a 96 Honda civic ex and he has told me. when he steps on the gas, the car don't want to move as fast. but i know that the newer cars have the safety lock or what not on the engine so you can not climb at speeds like that. { like a restriction} so anyways is their maybe a way to take that off? or disable it? cause we were going to race, and with that restriction.. its not as fun. so can you tell me what i would need to do to disable if their is any way? oh and FYI it is an auto

Would someone please explain this "restriction" thing the OP is speaking of? If he's talking about traction control, I doubt a civic would come with such a thing.
