I am looking to get a 1996 Honda civic 4 door from a guy and he tells me that none of the windows work! the fuses are good. what could be the problem? is this an easy fix? will it cost a lot? what do I need to check first?

You could start by using the search function on the website, as this issue has been addressed a LOT of times. It's going to be your window regulators.. the entire assembly can be replaced, via OEM or aftermarket. Not very expensive.

Power windows fix
Ok I've been racking my brains for the past week and couldn't really find the problem online for my power windows I have a 2 door ex and windows just stopped working I had power to the fuses light test we'll went threw the switches and traced everything my relay was clicking it stumped me we'll got my meter out and only had 4 to 5 volts of power at my fuses and at my switches we'll I'm thinking bad wire connection we'll it hit me last night the relay we'll pulled it out and opened it up and bingo it had a lot of rust in the connections replaced and solved problem hope this helps u see if ur getting low volts from your fuses
