1999 1.5 civic ls poor mpg help ?

Hi i have a 1.5 civic ls 3 door with 80k miles on the clock and am getting poor mpg.Couple of questions
1.Is it true the whole fuel tank is 45 liters including a reserve of 6.5 liters ?
2.How many miles should i expect from a main tank up to reserve when careful ?

I done some testing from 1/2 tank and after only 110 miles of careful driving the gauge is at the reserve mark.If thats the case then im getting in the low 20s mpg(imp gallons not us).I read that the car should get 40-45mpg on average when driven carefully ie with the eco light on all the time but im not getting anything remotely near this.

half tank = 45l-6.5l = 19.25l = roughly 4.3(imp gallons not us)
110miles/4.3(imp gallons not use) = roughly 25-26mpg


Im getting this mpg even after doing the following:
Tire pressures 35psi all round
new plugs
cleaned distributor
new engine oil

Some suggestions please ?

Do 2-3 tests on FULL tanks and report back. Doing half tank guesses is generally not an efficient way to calculate gas mileage.

Also, do a tune up. Cap, rotor, wires, plugs, pcv, air filter, and fuel filter. Then do your 2-3 full tank tests.

Realistically how many mpg on average should I get both in city and on a long non stop cruise in that car if it was in a good tune state and careful driving ?
