2000 hatchback vaccuum / idle issues

I have a 2000 civic hatchback dx. It has a very rough idle, I have heard it could be a vacuum issue. There is a tube on top of the valve cover that is open. Any info would be greatly appreciated! Thanx Krazy!!!
