2000 Honda Civic will not crank or start

I have checked the battery and cleaned it. I verified 12.6V at the large wire going to the starter. The small wire going to the starter solinoid does not have any voltage when attempting to start.. I checked and jumpered out the clutch interlock switch and it is working fine. I verified the 7.5A fuse for the starter signal and it is good. The only thing I think it could be is the start clutch relay but I can not find where it is located.

I also just checked accross the clutch interlock switch with a multimeter connected and no voltage is getting to the clutch interlock relay which further leads me to think it is the starter cut relay.

Which switch on the clutch pedal are you testing for voltage? If you have cruise control, the pedal has two switches, upper and lower, with the upper switch being the one for the starter.

If in fact no voltage reaches the starter switch, then the next step is to test your ignition switch.

I was checking the lower switch didn't even see the other one will check it now thanks for the quick response

You will not believe this. The upper switch checked out just fine but upon further inspection the plastic grommet on the clutch pedal that is supposed to actuate the switch was broken so i put a bolt in the hole and the car started right up thanks so much for all the help.
