6th gen civic front bumper frustration

so i got a buddy club front bumper and ive been trying to install it. I thought that the actual front bumper peice (not the plastic, the metal bar) should come off after the 4 bolts are removed. Is it welded on? help! are their hidden bolts?

nope only 4 bolts...probly rusted on...take a 3 lb sledge to the middle of it. 1 hit should do it

no, its the entire kit, just the front is hte only part im having trouble with
