89 civic LX d16y8, p28 ?

I just purchased an 89 civic 4dr lx that has an d16y8 sohc vtec running the P28 ecu. ive taken it to 6500 rpm & it doesn't seam like vtec is kickn in. how can I tell if it works. its my first vtec. also the cel light is on. how do I check the codes ?

any info is greatly appreciated.

thanks, im still kinda confused. cant find the jumper plug as its all rewired. is there a way to tap a light directly to the ecu pinout to flash the codes ? like a flash light bulb or something. what pins do I need to tap in to?

also, 2 days ago my stereo & the rear mud flap were stolen.
I miss the flaps more than the radio. if anyone has a pair or can get please message me.

Shorting the brown wire at ECU pin D4 to the Grn/Wht wire at ECU pin D22 will cause the CEL to blink the code(s).
