91 Civic battery light on when hot

I have been working on this problem for 2 weeks. I don't know what is causing it.

When car is cold,
- Battery voltage is 12.77V when car is not running
- Battery voltage is 14.42V when car is running
- Battery warning light is off

After driving the car for 15 - 20 minutes
- Battery warning light is on
- Battery voltage is 12V or lower when the battery warning light is on.
- I can still drive the car with the battery light on. A few days ago, I was stuck in traffic for 1.5 hours with the battery warning light on. I did not get a flat battery. But this is a new battery though.

What I have done:
1. Replaced the battery
2. Check the ground wires. Engine ground to battery negative terminal is 0.5 ohm.
3. Alternator positive wire to battery positive terminal is 0.5 ohm
4. A local alternator rebuild shop can not find any problem with the alternator.
5. Fuse 14 is okay.

What should I check next? Your help will be appreciated. TIA

This 91 Civic 4 door sedan is a low mileage car - just turned 60,000 Km last week.

The voltage regulator inside the alt has gone bad
