92 Civic Si 5spd SPEEDO/ODO/TRPMTR no worky!

Newb here with a 92 Civic Si 5 spd- totally stock!

Printed out a troubleshooting flow chart for my problem- Speedo/ODO/TrpMtr 99% don't work. When they do work, they're usually fine- but a few times the speedo needle rotated backward. I see on the flowchart to check 15Amp fuse #24(W/ SRS), #12 (W/Out SRS). But the molded in numbers on the under dash FBox are numbered 1-11, and 12-23. I have SRS, so I'm looking for fuse slot #24 which doesn't exist. So I pulled all the 15Amp fuses, visual and metered- all good. Performed the tests as described in troubleshooting flow chart- everything good until testing YW/Wht to body ground (VSS connected, key on)- the chart says approx 5 volts or more. I''m seeing 4.71 volts. QUESTION: is 4.71 volts enough? The next step in the flow chart, which I haven't done yet, is to raise a wheel and hand rotate it to see if pulse voltage is present.

Just wanted to know if the 4.71 Volts for YW/Wht to body ground is enough?

One thing I forgot to mention- the cruise control ALWAYS works correctly, despite the speedo issues.

I get good voltage when back probing the attached VSS connector. But when I test the YW/Wht at the gauge cluster, I get ZERO. Key on, good ground, wheel turning slowly for both tests. I tested the YW/Wht at the gauges with the connector in both connected and disconnected states, and get zero volts. Assuming an open or short- Any reason why I can't just run a wire from the VSS connector to the gauge connector?

Just to be clear- it's the gauge connector on the far driver side of the cluster, the biggest connector, and the YW/Wht wire color doesn't change to another color before it gets to the gauge connector? It may sound like a dumb question, but I've seen some crazy wiring in other cars!

I answered my own question! The YW/WHT coming out of the VSS becomes YW/BL at the speedo connector. And the YW/WHT at the speedo connector is only a ground. So I did have good pulse voltage there. Looks like a bad gauge cluster. I'll pop it open for a looksy.
On an unrelated note- thanks to other posts by RonJ and Deezy, I easily detected a bad dimmer switch. :-)
