94 Ej1 CEL problem

I have a 94 Civic Ex
Stock other then intake and headers..
I recently put some DC headers on and since the O2 needed to be extended to be able to be used on the DC headers, I extended it...
The CEL would sometimes come on while I was driving, but when I would turn the car off and back on it would go away
I then got pulled over and got Ref'ed for no Carb stamp on the headers, so now im back to stock headers, instead of reusing the O2 that I had, I bought a new one since the Ref guy would not pass me due to the wires being cut....
My problem is that the CEL stays on even though I have a new O2 Sensor, I keep reading the code and it comes up as #41 Primary Oxygen Sensor Heater...
Can anyone help me resolve this so I can pass ref and be able to drive :(

is the new sensor also connected using a spliced harness? Also, did any kind of chemical/solvent get on the new sensor's tip? I'm thinking that either the wires aren't connected correctly, or something is interfering with the sensor's heated tip (I made the mistake of getting PB blast, etc on the tip of one one time, and ruined the sensor)

The brand new one isnt spliced, I went to return it yesterday just to make sure that one wasnt faulty and got a new one, I carefully put it on without anything touching the tip and the CEL still stays on, I wonder if my ECU is messed up....
