95 civic ex cooling fan issues..

Hi guys having an issue with my rad cooling fan on a 95 civic ex 1.6 vtec. 250k. The car drives great, then u can feel the engine geting hot under normal driving. The fans seem to come on at norm operating temp. temp gauge is about 3/8th of the way up, right below the half way point. I stop driving put it in park and let it run @ idel 7000+ RPMS The fan comes on for about 30-40 seconds then shuts off. the engine and radiator are HOT but again the iinterior temp gauge never goes above halfway, and it take 3 to 5 mins before it comes back on and then only stays on for 30 - 40 secs tops.
Im stimied???
Any help would be great.

So does the fan ever stay on longer then that? I mean you cant touch the rad at all.
This is my first honda and i had a simillar issue with my 98 Maximum and a week later the fans went.
Thats my only concern.

Honda engines tend to run on the cool side, so when everything is working properly, the fan only needs to stay on for a short amount of time with the engine idling. On hotter days, the fan may stay on a bit longer.
