95 civic idle issue help

Ok so I have a d16z6 engine, it's manual and the idle was always really rough, from startup to even warm, it was always surging up and down, so I've been looking for idle fixing issues, today I clened the IACV and now when I went to start it, it wouldn't even start unless I had my foot on the gas and wouldn't stay running either until I had my foot on the gas, what could the issue be? Is it just a bad iacv? HElp

Could be a bad iacv, could also be a vacuum port. I had the same problem with my y7 swap and I figured out it was a little tiny vacuum port on my intake that had no hose on it, i swapped my intake cause it didnt have a the same vacuum port or you can cap it off. Theres a lot of trouble shooting and a lot of different things it could be though.
