95 civic igniton problem

i have a 95 civic ex auto trans with a ignition problem u can start the car fine but u can shut it off but the key will not go back any further than that so the electronics stay on inside the car but when u unplug the battery the key turns all the way back and comes out.........i bought a whole new ignition assembly and put in it but it still wont work right it has to be somethin electrical any help would be greatly appreciated,

When you move the shift lever into Park, does the P indicator light illuminate in the cluster?

If the P illuminates, then you may have a bad interlock control unit. To know, do the input tests below:
