96 civic hatch- no power. HELP!!

So i recently bought a 1996 civic and had to replace the alternator. Now it has a new alternator and a new battery in it. All the fuses under hood are good as is the ELD. The battery is measuring at 12.6 volts and there is twelve volts gutting to the starter but inside the car at the ignition switch I'm only getting 8 volts in acc, 4 volts in on and when i crank it to run it drops to 1 or less. When the key is in the acc or off position it dinged but when i go forward the dinging stops. i also have no headlights, dash lights, radio, hazards, brake lights etc. Anybody else have this problem or a solution?? (D16Y7 5 spd)

seems like you have a bad ground .
I would find out what all shares that circuit

From what I can tell its everything. I'm not sure how many volts are supposed to be in the wiring harnes but at the clip before it enters the firewall on the drivers side it only has 1.4 volts. Is that normal? And from what I can find all my grounds are clean and tight.

ground... maybe your harness is bad.. was the car modded before you bought it??

No the car is bone stock the only thing a/m was the car alarm but its been disconnected and run since. And i have jump started it and it runs once boosted.

And if its a ground problem that would be underhood right?
could be could not be . grounds are
all over your car .
you will need to get
a diagram of your ignition circuit
and find the location of that ground

is the battery showing 12 v on the multi metre when the car is runnin ? because when its running it should be reading about 14v,
