98 civic Front bumper question

So I scraped something earlier and under my front bumper got all scraped up.

But I can't figure out if the bottom of the bumper goes over or under a black cover piece that's in the same area?

Included some pics. Hope someone knows what I'm talking about

Are you talking about the splash shield? The bumper would go over that.

Actually it looks like it's part of the fender liner? It's to the sides of the bumper in front of the wheels that's reaches out to the bumper.

Would bumper go over that too?

Hope those help. Is that how it's supposed to be or does that black piece overlap the bumper for stability?

Can you compare it to the other side? I believe they just butt up like that and have some push in clips and a few screws.

Oh haha. No fender liners? So you can just see into the engine bay around your tires?

Affirmative. Biggest downside is the amount of road gravel and sand that get in the engine compartment. Upside though is I am always working on my car and don't have to deal with taking them off every time.

Yeah I'd hate dealing with the mess I'd get kicked up there if I removed them. Especially during the winter
