The motor won't go past 5500 rpm or the tach isn't reading past 5500?

Just consider it the "economy gas saving" version.

Jk. Idk. Just trying to clear the question up. Good luck.

when did it start doing it? had it done that since the motor swap? i'd check the ecu first to make sure you have the correct one.

Someone told me it was a wire under the middle consol BC it was a automatic but now it's a 5 speed

Since your car is a 98 your running obd2a and you have a ls swap i'm gessing a b18b1 then you need to be running a obd2a p75 5 speed ecu from a 96-99 acura integra LS. Unless they converted to obd1 when they did the swap. Do you know what ecu you are running now?

"Tachs out" and having no idea what the CEL is = stay away from modified/modifying cars altogether.

Check engine light is on
Take it to autozone and have them plug into the car and check the code.

You need to jump your two wire service connector with a paper clip to see what CEL codes you are getting. It will be locacted around the glove box passenger side kick panel area not for sure of the exact location on a EK. RonJ has a nice write up on this around here some where i think.

I think you just need to take it to someone that knows what they are doing instead of trying to fix the problem yourself. You might end up messing it up even more.
