what do you mean they suck? it also depends on the tires you have and the road conditions as well.
You can also get better pads and a rear brake conversion.

Good read here: http://www.clubcivic.com/board/showthread.php?t=109828

Rear disc brakes won't help you as much as you'd imagine in braking since the majority of braking power comes from the front. If you want to upgrade your brakes, get new rotors (I recommend Brembo blanks) and a set of good pads. Even the higher end of Advanced Auto/Auto Zone will be plenty on a daily driver but you can get something like Hawk pads. You can also bleed your entire brake system and put in fresh fluid.

Like 2slo4u said too, tires and road conditions effect braking.

Thanks, I'll read up on the different options and figure out what setup to run that fits my budget

Just a fyi... no brake upgrade will stop you from skidding when your brake's lock up. You need better tire's or a car with abs.

ABS isn't really supposed to help the car brake better. It helps you maintain control while you're braking hard. Slamming on the brakes with no ABS = skidding in one direction no matter which way the wheels are turned. Slamming on the brakes with ABS = being able to turn while the ABS system continuously pumps the brakes for you.

read original post! car brake's are locking cause member to skid... hence he needs a car with abs. BTW, i know what abs does.

If you're locking your brakes up there are a few potential problems. 1) something is wrong with your brake system that makes it too sensitive and locks the brakes easily. 2) You're a bad driver and are locking the brakes up when you shouldn't be. 3) You have really bad tires and need to upgrade them(this goes along with number 2 though, if you know how to drive it shouldn't matter).

If the problem is your driving, upgrading your brakes will make this problem even worse. If something is wrong with your brakes, fix it. If your tires are bad, get better ones. If you're the one locking them up, stop locking them up...

If you're constantly breaking hard enough for ABS to kick in, that's a whole different issue....

My civic does NOT have abs, and I've locked up my brakes a handful of times in the 3 years that I've owned the car...they were all last second, have to slam on the brakes so you don't die or hit someone in the street that you didn't see at night type of scenarios
Well if you're slamming down on the pedal as hard as you can like that, any car will either lock up or have the ABS kick in. It's inevitable.

If you're trying to improve your overall stopping distance and power, read that thread I posted earlier for upgrades.
