I bought it for 60 bucks knowing the tach had issues. It does not go to zero when off. Does work after 2.5k but seems to be 1k higher then where the motor really. Is the coil bad? Anything I can do to fix it? This was a swap on to an EX model btw.

What year EX?

the tach had issues
^You already seem to know the source of the problem.

The coil has nothing to do with the tachometer signal. Replace the tach.

Also since I have everything taken apart lol. The chip on the back of the tach comes off and seems to be the same on both clusters (I.e. part numbers). So I'm going to try swapping them out first. If this does not work then ooooo well.

Ok everything is back in. (I replaced some bulbs and one of the light covers). The tach is bad lol. So now the question is where to get a tach from for a decent price since the oem msrp is like $550
