99 Civic EX aftermarket headlight with R8 style white LEDs are dim.

The Lights look great, but just after 1 month after installation the drivers side white LEDs (R8) barely light. Finally I got a chance to troubleshoot the Drivers side dim LEDs. All the connections near the connectors were okay. Perhaps the Diode Resister network near the connector have had a failure. The voltage after the Diode Resistor network is just above 9 vDC. This seems low.
Has anyone had this problem and what is the fix?

You could fix it by getting rid of the janky headlights as you dont drive an R8 its a honda....

Cant really tell you what the resistance for the LED's are without more info as to how many are hooked to it.
