99 civic lx idle air control problems

hi guys, my check engine light came on so i plugged it in and it said my idle air control valve so then i took everything off and cleaned it with carburetor cleaner let it sit for 20 min to dry then i put everything back the way i took it off and when i went to go start my car it idled all the way to 3000 rpms and then it started pulsing from 1000 rpm to 300 rpm so i plugged the it back in and it didnt give me a reading all it gave me was code P1129 and said error. Has anybody had this problems before? if so what did you do to fix it?

Reset the ECU. Does the same code return?

I'm new at this stuff but how would I reset it? And when I check my CEL it won't read nothing all it gives me is code p1129 and it gives me an option to choice what vehicle I have so I don't know what's wrong with that also

Remove the Back Up fuse for 3 minutes to clear old codes.
