ac problems

96 Honda civic 1.6 have no ac in my car, with ac button pushed I get green light but condenser fan and ac clutch don't engage... I have jumped ac clutch with wire straight from battery it turns but it slows down almost stops spinning and takes off again for couple turns and repeats and still don't get cold.. I have jumped the condenser fan same way and it works with power sent straight to it.. I have look at both relays in fuse panel under hood and tried to jump it there with no luck, I get 12 volts of power on 2 prongs on both condenser relay and clutch relay.. all fuses under dash are good shape, I also tried to jump the low pressure switch grounded it did nothing then jump both prongs together and still didn't get anything.. not sure what else to do?
