Air problem?

Hey guys so on my way home from class today I felt something rubbing on my tire so I got out to check it out. There was this big plastic container looking thing that was dragging on the ground. It's pretty much directly under the air box and since that air has been coming in the car (or at least the sound of air, not sure) has been coming through my passenger side air vent

Any idea what that is and if I need a new one or if I can just put it back? i'll have pics in a bit

That would be the under skirt just.remove it

Is that what's causing air in my car?

Because it sounds like a window's cracked and my passenger window doesn't even go down.
