Another Starting Question...

I have a 1990 Civic DX 4-Door. The car from time to time likes to not start. Usually it's nothing and will start after 3 or 4 tries. Tonight, however, the car simply won't start and is sitting in a parking lot at the moment. The dash lights all come up strong, radio works and everything and nothing dims when I turn the key to start and there is NO clicking, but just incase I put jumper cables on it and it still wouldn't start. The starter is turns and sounds fine but the engine itself won't crank. I checked all the plugs and wires, they looked fine as well as the battery termininals just incase. I'd like some general ideas as to why the starter, with a good battery and plugs won't turn the engine over. The fuel pump also DOES prime.

I'm guessing:
1) Distributor.
2) Main/Ignition Relay
3) Timing Belt (Hopefully NOT!)

Is there anything else someone can think of that might be a quick and easy thing I might have over looked?

PS The 4th cylinder spark plug did have a little oil on the thread side, but I cleaned that up and screwed back in and then took it back out and it was dry.

Just FYI... appearently on the 1990 Sedan model i was victim of one of the only flaws that vehicle has... a bad main relay. Switch it out (and yes it's in a most diabolical spot) and it started right up!
