Any Help?

So i got a 96 Honda Civic Ek Coupe and my trunk just does not close from the outside the hook doesn't swing down. I literally have to climb into the trunk, pull trunk down and hook it myself. Is there anyway to fix that or do i have to replace the whole latch?
And even with it locked since its not completely working my trunk leaks from the sides due to the trunk being raised slightly...
Any suggestions on what to do i would really appriciate anyone that could help me fix this problem.

it could just be the latch so i would try changing that first

i say stick a midget in the trunk....that way he can pop out while your at an intersection. make sure hes dressed like an oompa loompa.
