APEXi Rev Meter or Sumthing Like That

ok. this girl i kow has an APEXi Rev Meter and Speed Meter (controller??) in her car. I wanna know if its any good and if it is worth buying. if so does anyone know where i can find one for cheap besides EBAY? EBAY had one for 80 i think. I really want one ya know? add that to the look of the interior!!! so if anyone could helkp me, i wanna knwo WHAT THE HELL IS THIS THING FOR!!!!!!
