I have a 1993 Civic EX automatic, recently my speedo started acting erratically, and it's slow moving off 0 when I stop.I took it to the shop and the guy said my VSS checked out ok,but said it could be going out,my check engine light isn't on,also the car shudders at 35mph.what could be the problem?

When my VSS went bad my check engine light would come on randomly while driving but my speedometer didnt go above 0 at all. You might have something wrong with your actual instrument cluster also.

If you unplug the VSS, does the CEL turn on and is code 17 thrown?

While you have the VSS unplugged, inspect the terminals in the connector. Do you see any corrosion or damaged terminals?

I'm having just about the same problem, I just bought my 93 hatch cx (Manual) and I'm starting to find a few problems with it that the seller didn't disclose to me. The needle doesn't move off 0mph, the odo and trip work but I did notice it not working the other day and then working the next again. Wondering if this could be a VSS problem for me. If this is a common problem for this year then I have no problem spending the 90$ for a new VSS seeing that I'm sure it has never been changed by the last owner. I'm not getting the best gas mileage, about 25mpg freeway so hopefully by getting a new VSS if in fact is the problem then I'll be able to see how fast I'm going and get better gas mileage. I just joined the site and just started reading threads so maybe I'll find something else that could help but I thought I'd drop a line here anyways.
