Best brand of lowering springs for aggressive stance and handling

I would recommend skipping lowering springs and looking into a coilover sleeve or full body coilover. If you're on a budget but would like to have something that performs well, Ground Control. Give them a call and talk to them about what you're looking for, they're very helpful and will definitely give you some good information on how they can help with your goal.

Im looking for springs to put on my tokico hp's
You're pretty limited considering the Tokico HP's are OE replacement shocks. In other words, you should only put springs on them that do not drop the car a significant amount and with spring rates that are pretty soft.

Otherwise, what's your budget and ultimate goal for your car(ie: daily driver, weekend track toy, show car, etc..)?

Well you get what you pay for so how much money do you have is the question. you can get skunk2 coilovers for $200, or a set of ebay coilovers for $50, If you are really broke and dont care you can cut the springs. But really its ur budget and I would not get springs because you cant change them if you want to go lower or higher.

Im sure you have your stance like that because you race it but for a guy like me slammed is how i like it to each there own, but I will never roll with 4x4 statues. This is what i go for its about 3" off the ground looks like more because of the hill and the way the pic was taken.

You have a nice ride height. I actually prefer to be a bit lower than I am already, but the front splitter isn't going to last long, lol.
