Cam breaks head locks up

I have a 98 Honda civic dx d16y7 and every time we turn it over the cam breaks and the head locks up. Does anyone know what is being done wrong?

are you not torquing the cam ?
Need more details, but you need to put assembly lube on the cam and tq it correctly so it will spin. You might also have a warped head that is so bad, the cam doesn't sit strait in it.

above and are the cam caps in the proper order? they are specific to direction and each spot. if you screw one up you will have issues

All of that is done correctly is there a certain way of how tight you can make the cam gear?

sounds like you need to start over, something isn't right. completely disassemble the head, remove springs, retainer's, lock's, & valve's from the head (make sure you stay organized here. the spring, valve, & retainer should be put back in the same place). If you have the equipment measure all your valve's steam's. make sure valve's slide through the guide in the head freely and lap valve's back into the head. pressure test your spring's. Get a precision straight edge and check head for flatness, then check the block for flatness. spec's will be in your manual. Install head on block (without valve train, properly torqued). next install (torqued to spec) the cam/cam's in the head cam journal's without the spring's, retainers, & valve's. make sure it they/it spin's freely. You should find a problem by this point.
