Cannot adjust new aftermarket headlights on my 1996 Civic

I replaced my original front headlights on my Honda Civic DX 1996 hatchback with aftermarket headlights
But, the Hi-Lo beams aims too high.
I tried to adjust the light by using the screws. But the screws cannot turn. On both lights they are completly blocked, as if they were glued.
I tried to use WD-40 sprayed on the screws: no work.

Please, note that I used to adjust the lights on my old original headlights without problem.

Please, give me a hint.

honestly, not all aftermarket headlights are the same. you can't ever expect the same quality between different headlights since it's unknown who makes them

I had aftermarket headlights for a bit and there was 2 or 3 10mm bolts on the backside of the headlight that can be turned to adjust the entire reflector cone.
