Car is hard to get past 2k rpm?

I have a 94 civic d16z6. As said above the car gives me problems at around 2000rpm sorta like its rev lines at that. it will bounce a little above 2 then drop back down to it over and over unless i let off the gas to let the rpms drop

I have had problems with the rpm's before but it would get stuck somewhere and all i would do is give it more gas or let off the gas then give it more gas and it would get past the bad spot or what ever.

Then i started to have what i think is fuel problems. When ever i was low on gas the car would sometimes just randomly loose power and slowly drop rpms' i would press the pedal all i want it wouldn't do anything unless i pulled over restarted the car then it would drive fine for a couple minutes. Seems to always run better before the car is warmed up.

changed my fuel filter and put a full tank of gas in the car and i didn't have any more problems for awhile.

Recently the car would stutter on a little less than 1/4 tank and id have to continually pump the gas pedal untill it eventually took off.

didn't like that so i replaced some more things

New spark plugs, new distributor rotor and o rings, new fuel pump sock/filter, and added a bottle of injector cleaner to the gas.

Drove it for the first time in a couple days. and while it was cold the car ran perfect but after 5 minutes or so when ever i would take my foot off the gas and then give it gas it would stutter for a second then take off. if my foot was on the gas and it got past the stutter at the start it was fine but as soon as i let off the gas and try to give it gas again a little stutter everytime.

Next day i took my distributor off again to make sure the seals where on good.

drove it again that night and again for about 5 10 minutes car would drive good. then it gave me a small stutter as i gave it gas again, Then that went away and now its hard to get past 2000rpms? like i said above it looks like the rev limit is at 2000rpms. it would hit it go a little above then drope back to 2 over and over. Sometimes id get lucky and it would get past 2000 and once that happened the car ran fine never gave me a problem past 2000-25000 rpm range. But if i let the car drop down past 2 it would do that whole rev line thing and id have to get lucky to let off the gas press it in and get past 2000.

Any idea what this could be. Really sucks

very odd that its at a specific rpm like that. I've never experienced a problem like this so hopefully someone else will chime in but I'll start with the preliminaries.
1. Did this start when you ran the car very low on gas at one point, something might have gotten through and is clogging an injector.
2. Do you get any smoke coming out of the tail pipe?
3. Are you losing oil or coolant?
4. did you change the dizzy cap when u changed the rotor?
5. can you get your hands on another p28 ecu to try out?
6. Any Check engine light codes?

! have posted on a couple forums with no luck.

I have 1/4 tank right now and it's doing it. It doesn't feel like it prived of gas as i thought it was before

I don't ever see smoke coming from the tail pipe or the car but sometimes at stops i get a oil smell(i assume its oil)

I did have a oil leak on the cam shaft but i fixed that(i still think there is a small leak somewhere) no coolant leak

Sadly where i am there are hardly and honda more of rich american cars so it woud be hard to get another p28

no CEL's and no i didn not change my cap as it looked brand new(distributor isnt even 2 years old.)

To be honest a clogged injector would be great at this point i just dont want to spend money to have a shop fix this.

Is the car an automatic? Are you sure that it's not just having trouble shifting?

LOL yes it's auto sorry about that. I would have to be a horrible manual shifter to do that haha

But It might be a clogged CAT. But not sure how to test that

Bump* I looked inside my CAT and the honeycomb wall was in tacked and together so id say thats not the problem
