Car will not turn over!!!!

Hello I have a 99 Honda Civic CX. Been having lots of trouble getting the car to start. Sometimes it fires right up and runs fine, sometimes it doesn't. When I turn the key the check engine doesn't come on, no power to the fuel pump etc. I can walk away and come back an hour later and it will fire right up. I've tried changing the ignition switch, and main relay even though I didn't believe they were the issue. The car was recently painted including the engine bay. No it didn't do this before but the car sat for 2 years before the project was complete. Not sure if it's a ground issue or what. Please help a not so smart Honda guy out! Thanks in advance.

Sorry I should've explained a little better. It won't turn over, click, make any sound period! Something funky going on and obviously something isn't getting power.

There are two ground wires crucial for the starter to crank:

1) The G3 transmission to chassis ground

2) The G1 battery to chassis ground

Sand the contact surfaces between the chassis and ground cables.

Check the starter safety switch and the rubber stopper it presses on at the top of the clutch pedal if you have a manual transmission.

If you get no satisfaction, remove the starter. Disassemble it and clean all internal parts with brake cleaner except the bearings. Also grease all the gears. This will usually make a starter work like it's brand new. Look for YouTube videos of this procedure.

Yeah but as far as messing with the starter itself I don't think that's the problem. I'm far from a master technician but when the engine light never comes on, the fuel pump isn't cutting on it couldn't be a starter issue. The battery has plenty of juice and I did sand the ground coming off of the transmission but that's the only one.

I feel like this has to be some type of electrical issue but my eyes are open. That's the whole reason I'm here because I'm tired of fighting it.
