CEL and Idle problems on winter beater.

Hey guys. Picked up a winter car so I can park my integra,

It is a 1999 Civic DXV with a y7 that came out of a hatch.

It has a CEL currently that I was told was TPS. The TPS surged so they unplugged it and dealt with the idle for the time they drove it.

Now I replaced the TPS taking their word. To no avail still surging from 1k-3k. I then cleaned IACV and still did no help. I took it to Autozone to check the light and it comes back Bank 1 #2 so it is downstream. I replaced with what I believe was good 02 sensor and still same thing.

It does have a test pipe instead of Cat but a defouler do-bob is used. Full brand new OEM Honda exhaust after that though.

SO I need opinions. What to do here? Anybody have this idle with bad downstream 02?

Sounds like it could be a vacuum leak. Let your engine cool then spray carb cleaner on it to check if there is one. Look up a video on YouTube to show how to check.

Problem is that it would show CEL for a vacuum leak right?

If you reset the ECU, does the code return? What code is thrown? Post it.

And you do need to check for a vacuum hose or intake air (TB or IM gasket) leak. Also make sure the throttle cable is not adjusted too tightly.
