Cluster not working

Hi I'v just replaced the engine in my 95 civic with a B16a2. The problem I'm having is the spedo, tach, fuel gauge, and temp gauge wont work and CEL light not working. Iv replaced the under dash fuse box, dash harness, ecu, engine harness, and engine fuse box. I also replaced the entire cluster and exact same problem. Does any one know what it could be. Any advice appreciated.

Voltage test 10A dash fuse 15 with the key in ON(II). Click the Fuses link in my signature to learn how to do the voltage test.

I haven't done a volt test yet but I replaced the complete dash fuse panel. The only things working are LED'S on the indicators,battery, high beam. fuel gauge is up at full with less than quarter of a tank. The dash & engine harness, cluster, distributor, and ECU are all from same car the engine a 96 civic. the engine i got fro a junk yard, dont know if that makes any difference to cluster or not. I have the engine from the donor car, I could swap them over it's also B16a2.

I can't direct you to the next step until you post the results of the fuse voltage test.

Ok thanks Ron, I don't have a multimeter I'll try borrow one, if not I'll buy one during week.

FYI - Harbor Freight Tools sells inexpensive digital multimeters, one as low as $3-$4.

HI Ron, sorry for the delay getting back to you. Finally got a meter, checked 10 AMP fuse (15) reading 12.47 V DC both tabs. What else can I check ??

In unplugged cluster connector A -- Does the Yel wire at pin A3 have battery voltage to body ground with the key in ON(II)?
