Converting P06 to P28

Is there anyone on the board who can convert a OBD1 P06 to a VTEC P28?

I bought a P28 online and somehow ended up with a f**king P06. Needless to say not only did I get ripped off but I'm pissed, anyway I'm trying to figure out how to make it a VTEC ECU so I can send it off to have Hondata S300 installed.
