d15b Help!!!!

i have a d15b non vtec engine in my 93 civic lx. i got the car about a week ago and it didn't have any power at all off the line. it idled really low and it would die at stop lights when you gave it any throttle. but it would take off once you hit 3500 rpm. i jumped the p2 conecter and got cel code 41. changed o2 sensor code went away. the car runs better and has more power on the bottom end, but its still not right.. it boggs down when you hit the throttle and still dosnt seem to to even wanna go in the lower rpm's ... i cant seem t o set the timing right. i cant advance the distributor far enough. is it possible for the belt to be off a tooth and the engine still run? please ask me any questions. and any help would be greatly apprciated.
i have already replaced the fule filter plugs, o2 sensor, tps, map sensor, i cleaned the iac it seemed to be in good condition but i dont really know what to look for.

What about plug wires? Cap/Roter?

It sounds like a sensor issue but could be something else... Ummm What about if you rev it? Does it take a while to get up to 3k?

yes... it kinda boggs... its alot worse when it in drive and you take off . but once you hit 3500 rpm you would never know any thing was wrong.... i checked the timing belt... i read that you use the same marks to line up the cam as the d15b7 and z1. it seems to be set right.. i re calibrated the tps, and tried to time it, but i cant turn the distributor far enough... any ideas on what sensor would cause this. it dosnt throw any cel codes...
