D15B NON-vtec timing wont line up HELP PLEASE

so i've tried to line up the timing marks on the camshaft and the crankshaft pulleys... but for the life of me i cant get them to line up... every time i think it gets lined up i tighten the tentioner and it off like half a tooth or a tooth? i dont understand it.. i've already replaced the main relay the ecu was tested and is good..the car will not run and i've done the timing about 25 times with the same result... am i not supposed to use the timing mark at the 7oclock possition for the jdm d15b? .. does anyone know whats going on? any help is appriciated. Thanks

Install timing belt with cam and crank positioned perfectly at TDC1. Before tightening the tensioner, turn the crank several revolutions COUNTERCLOCKWISE to check whether TDC1 has been preserved. If so, then tighten the tensioner. NEVER TURN THE CRANK CLOCKWISE.

Crank: Align the pointer with white TDC1 mark.

Cam: See which TDC1 alignment marks correspond to your engine in the diagram below.

the JDM D15B non-VTEC camshaft marks should be aligned the same as the D15B7 - the JDM D15B VTEC aligns like the D16Z6

i have a jdm d15b non vtec engine in my 93 civic lx. i got the car about a week ago and it didnt have any power at all off the line. it idled really low and it would die at stop lights when you gave it any throttle. but it would take off once you hit 3500 rpm. i jumped the p2 conecter and got cel code 41. changed o2 sensor code went away. the car runs better and has more power on the bottom end, but its still not right.. it boggs down when you hit the throttle and still dosnt make any powere in the lower rpm's ... i know its a 4 banger but but my 40 hp vw bug goes better than this thing. i cant seem to set the timing right. i cant advance the distributor far enough. is it possible for the belt to be off a tooth and the engine still run? please ask me any questions. and any help would be greatly apprciated.
i have already replaced the fule filter plugs, o2 sensor, tps, map sensor, i cleaned the iac it seemed to be in good condition but i dont really know what to look for.
