D16Y7 head gasket replacement

I'm new here because I need replace the head gasket in my "97 Civic LX with a D16Y7 engine and auto trans. I have a couple of questions I hope someone who has done this before can answer. The car is completely stock and is my daily driver.

1) My Haynes manual says to remove the rocker arm assembly and camshaft before removing the head, but I don't see why this is necessary. It looks like these parts do not interfere with removing the head bolts. I am going to have a machine shop clean and pressure test the head, replace the valve seals, and resurface the deck (and probably do a valve job). Is there any reason to have the cam removed when re-installing the head?

2) I have conflicting info about whether the head bolts should be replaced. Can they be reused if in good condition and completely cleaned before re installation? The Haynes manual says they can be reused, but I'm not so sure.
