defrost

hey guys i have a 97 hatch and my problem is my car is always fogging up in side and the defrost willn't turn on. but when its 70 out and sun shine it will turn on by itself i was wondering if anyone else has this problem or what i can do to try and fix it i have tried changing out fuses not working

Or are you talking about the rear window defogger or the heater control panel defrost mode that involves the A/C?
