Delay in RPMs

So I have noticed that sometimes, when in 2nd gear and above, when I would shift and hit the gas I have noticed a sort of delay in the rpms. Like I would shift at around 3,000rpm and when I hit the gas it goes up to 4,500rpms for like 3 seconds then drops too around 3,000rpms. I'm stiil new to stick so maybe its just just something normal. I was told that it could be the stock fly wheel.

CEL codes?

Fuel filter, plugs, wire, cap, rotor, ignition timing?

Some auto parts stores will pull the codes with a code reader free of charge.

An 01 Civic doesn't have plug wires, cap or rotor (distributor-less), so check the spark plugs and for CEL codes.
