Do 5th gens have governors?

I know I spelled governors wrong, but do 5th gen Civics have them, because I was racing my stock 93 lx against a VW on the Highway, and usaully I can't hit a full 120 but I was on a slight downhill. When I got to about 120 it sounded like my car was bouncing off the rev limiter, but I was in 5th gear at around 4500-5000rpms. Do they or do they not have them, and at what speed does it cut the fuel off.

i know my 95 dx does, i've done a little bouncing myself, racing a tiburon on the interstate, flat ground it stopped sending fuel at like 115. sucked too. kept me from claiming a victory. :x

yea i believe my car has one as well, how can i take it off?

u pretty much have 3 choices-
get an ecu chip
get a chipped ecu (its a different thing- a whole ecu not just a little chip that replaces the one in your ecu)
or get some kind of fuel management device
