Do I need lower deflector on front bumper?

My vehicle is a 2006 Civic EX. I ran into a snowbank and smashed up the left half of the front bumper and an air intake box behind the bumper. I will be paying for this out of pocket. One of the parts listed in my estimate is a lower deflector (Honda part # 71110SNAA90). It appears to be a piece of rubber molding that clips to the bottom part of the bumper cover. The cost is $78.55 for this single piece. What purpose does this part serve? I am looking for some advice as to the necessity of dropping this amount of money on this particular part unless there is a good reason to do it. Thanks.

It's more of a lower fascia or in other words like a factory lip. Sometimes they have a purpose like to direct air flow to the radiator and stuff like my 3rd gen Camaro but it's tucked way under the bumper, but I think you should be okay with out it. It'll probably just look weird now.

That is the lower lip, it is not required but it is a nice accent piece.
