no, the wastegate stops your turbo from making too much boost, your boost controller stops the engine from receiving too much boost, you need both.

get the lowest one( like .3bar, yellow i belive) so you can adjust to really low PSI if you have a problem adn need to go with out boost.

decide on a spring based on what max psi you want to run...

reason i say this is because you should boost more than double your WG spring.
