Door isn't shut all the way?

I am not sure what the problem is but when I close my driver side door the door panel doesn't sit flush with the dash like the other side, also when I go on the highways above 60 the door shakes, I'm not sure if it is because it isn't closing all the way or if the door panel isn't on all the way. I checked and screws are there but I don't understand why it isn't closed all the way
