Driving Idle Problem

My 98 honda civic dx (d16y7) has been having a couple problems lately. I will come to a stop light an be stopped and after a couple seconds my a/c seems to get warm then my whole car will grind and then the cold a/c comes back on? It also has almost a surging feeling while I am driving. It feels like i am towing something then it lets off and 2 seconds later it happens again. But the thing is once i turn the a/c off it doesnt happen?

could be a lot of things. air in the a/c system. over pressurized system. mine just did the same thing after i recharged it. i put too much in. so when the compressor kicked in, it would bog heavily, and it wouldn't blow cold. but when the compressor would turn off it would run fine. i just let pressure out of the system until it was about 33lbs and it was perfect.
