I am using an all oem motor except for headstuds and rod bolts, then I am looking to run e85 and a hondata s200 for the tuning. If I run that how many psi would be safe? Could I get 280whp or more? An what all do I need to run e85?

Car can run it. But you definitely need a tune.
Also, you have to find out what percentage of ethanol the E85 you are going to be running is and what the octane equivalent is. E85 actually comes in a couple different blends that can range anywhere from 70%-85% ethanol. A lot of people believe that E85 is the equivalent to running 105 octane, but because of the different mixtures, you can have a research octane of anywhere from 97-105. Coupled with the cooling effect the fuel has compared to pump crap, E85 is a whole different animal altogether.

Edit: I just noticed you are from PA. Take into account that you there are 3 blends, Classes 1, 2, and 3, and PA uses all 3 classes at different times of the year.

Running E85 is a great thing but its not cheap. Just to make the conversion you will need: Higher flowing pump, larger injectors, a new fuel filter, and a completely drained fuel system. The biggest thing on an E85 conversion is the tune

E85 will allow higher boost pressures to be ran safely and will burn cooler than pump gas BUT being a much higher flow rate, do not expect to be able to keep your 30+ mpg
