Eclipse Electrical Issue

Okay my friend has a 96 rs and yesterday he was driving and turn his head lights on and the car just died... pulled over into a parking lot and realized the relay for the head lights and for the ignition were blown... the reason the head light one blew were because to of the wires for the lights were touchin so they fixed that issue... but the ignition fuse kept blowin every time he clicked the key... we all sat in the parking lot tryin different things tryin to figure out what was wrong... and we have no clue still... i need some suggestions as to what it may be... so we can try to figure it out... they try to jump the circuit but it just sparked and smoked alot... we cant figure out why its doing it... and need some suggestions i googled the issue but no luck... so im coming to yall as a last resort

Okay, the story was a little difficult to get through, but I think I got it for the most part.

Do you mean "the (headlight and ignition) fuses blew" instead of "the relays blew"?

How were the wires for the headlights touching? I imagine you mean there was a short but I'm confused on what exactly you mean.

Which ignition fuse continued to blow? Tell me where it is and what position.

What do you mean you tried to "jump the circuit?"

I'm not sure if I can help you but hopefully if you answer some of these questions somenoe else can.

umm im guessing its a fuse... duno... but its the one under the hood... and i duno if jumpin the circuit is the right term but... they put a wire in where the fuse was suppose to go... and the headlight wires got melted so they taped them up bc they were exposed but the neg and pos were touchin... so they undid those and fixed that issue
