Obviously, you have a short. ECU fuse 31 under the hood protects the main relay circuit that powers the ECU, fuel injectors, IACV, O2 sensor, and EVAP purge control solenoid. Buy a box of 15A fuses and, starting with the main relay, unplug each component one at a time to figure out which unplugged component prevents the fuse from blowing. You can unplug all four fuel injectors as a group.
